Alderney is a borough, not a state

It's a fan misconception that Alderney is a state. The only proof seems to be that it's inspired by New Jersey and that it has a "Alderney State" prison. Neither of these are proof. In real life there are examples like the Folsom State prison that isn't in a state called Folsom. And GTA III also had a part of the map inspired by New Jersey that was still part of Liberty City.
