optional preferential voting?
[edit]in the CC system, does each voter have to rank all the candidates? if not, there may be exhausted votes and therefore no way can each of the elected members take Hare quota.
if voter has to rank all the candidate, then there should be no case where voter is represented by least-preferred candidate. why vote at all if that is the case? usually it comes down to final two candidate to fill last seat, and therefore no voter should be forced to elect his or her least-preferred candidate -- if all candidates are ranked. ~2026-73911-7 (talk) 06:34, 24 March 2026 (UTC)
