I have amended this section to make it clear it was an allegation and not officially proven. Also I deleted the line about 2002 being the last year of juries. They have been used on numerous occasions since when a national televote has failed or insufficient televotes have been received, often the case with smaller countries such as Monaco, Andorra, Albania and San Marino.
