Reliability of Cuban Observatory of Human Rights

I'm not sure if it is due weight to cite the Cuban Observatory of Human Rights in the lede of the article. The organization received over $503,103 from the US government in 2023, according to official US government sites. Doesn't this make it inherently biased, due to the embargo the US places on Cuba and the openly hostile stance of the government since 1960?
