Citation needed for Latvian use

`uz.` doesn't appear to have an `A` record any more.
[edit]Per https://issues.chromium.org/issues/391903238#comment4, I can't reach it, as I used to. I also remember hearing that ICANN is attempting to deprecate websites hosted on TLDs. I'd demonstrate better, but https://github.com/tigeli/bind-utils/issues/1#issue-3256840267 appears to prevent me.
