Justin Fulcher is an American entrepreneur and former adviser at the U.S. Department of Defense. He is the co-founder of RingMD, a Singapore-based telehealth company, and served as a Senior Advisor to U.S. Secretary of Defense Pete Hegseth in 2025. His work has focused on digital healthcare, defense technology, government modernization, and national security policy.[1]
Early life and education
[edit]Fulcher grew up in South Carolina. He developed an early interest in technology, international affairs, and public service. Fulcher attended Clemson University, where he studied computer science before leaving to pursue entrepreneurial ventures.He later earned a Bachelor of Arts in International Affairs from Middlebury College and a Master of Arts in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies.[2]
Later he enrolled in the Doctor of International Affairs program at Johns Hopkins University School of Advanced International Studies.
Career

During the early stages of his career, he spent several years in Singapore, where he became involved in the region's growing technology and healthcare sectors, these experiences influenced his later work in digital healthcare.
RingMD
[edit]Fulcher co-founded RingMD, a telehealth platform headquartered in Singapore. The company sought to improve access to healthcare by connecting patients with physicians through online consultations and mobile technology, particularly in underserved regions across Southeast Asia.[1]
Government service
[edit]In 2025, Fulcher joined the U.S. federal government as part of the Department of Government Efficiency (DOGE) , initially working with the Department of Veterans Affairs before moving to the Department of Defense.[3]
On April 24, 2025, the Department of Defense announced his appointment as Senior Advisor to Secretary of Defense Pete Hegseth. [4]
