Voltera is software for analysing and optimising the operation of low- and medium-voltage electricity distribution grids, developed at the Center for Energy of the Austrian Institute of Technology (AIT) in Vienna.[1][2] AIT says it combines deterministic grid modelling with machine learning.[1][3] It estimates the state of a grid, including unmetered parts of it, from sparse measurements, and sets limits on how much power connected equipment may feed in or draw.[1][4]
Bharath Varsh Rao led the AIT team that developed Voltera.[5][6] Development ran from 2018 to 2026 across national and European research projects, with testing in the distribution grids of Energienetze Steiermark in Styria.[1][7] In April 2026 Voltera won first place in the non-university research category of the Houskapreis,[8][9] the research prize of the B&C Privatstiftung.[10]
Functions
[edit]According to the B&C Privatstiftung's project description, Voltera is aimed at low-voltage grids in which operators lack real-time information on remaining capacity as photovoltaic systems, storage and electric vehicles are connected.[2] AIT lists five technical objectives for Voltera.[1] Capacity management continuously calculates active and reactive power limits at controllable nodes so that voltage and overload limits are not breached. The power flow calculation is deterministic and handles three-phase unbalanced conditions; an integrated optimal power flow adjusts photovoltaic inverters, storage systems and transformers in real time. The fourth objective, state estimation, uses machine learning to reconstruct the full grid state from sparse measurements. The fifth is a computation platform intended to combine simulation, estimation and optimisation in one workflow for online and offline use.[1] AIT reported that field deployments in Austrian low-voltage grids improved voltage stability and reduced three-phase voltage imbalance by up to 40%.[1][11]
History
[edit]Six projects contributed to Voltera: Blockchain Grid (2018–2021), REACT (2019–2023), CLUE (2019–2023), LocalRES (2021–2026), PARMENIDES (2023–2025) and Infradapt (2024–2026).[1][12] Funding came from the Austrian Research Promotion Agency (FFG), the Klima- und Energiefonds, ERA-Net Smart Energy Systems, Horizon 2020 and Horizon Europe; Energienetze Steiermark operated the demonstration grids, and Siemens AG Österreich, TU Wien and Enlion Innovation GmbH were the other partners named by AIT.[1][13]
Blockchain Grid was coordinated by Energienetze Steiermark, with AIT, Burgenland Energie AG and Siemens AG Österreich as partners.[14] It tested a capacity management function that allocated free grid capacity to customers in Heimschuh, Styria, alongside a peer-to-peer electricity trading platform, and used a community battery installed there in the earlier LEAFS project.[14][15] The capacity management method was described in a 2020 conference paper and a 2022 journal article.[16][17] AIT coordinated CLUE.[18][13] It also coordinated PARMENIDES, which had pilots in Heimschuh and Gasen.[19][20]
PARMENIDES, whose Heimschuh pilot deployed grid capacity management and AI-based state estimation, received an honourable mention in the 11th Awards of Excellence of the International Smart Grid Action Network in 2025.[21][22] At the Houskapreis ceremony on 21 April 2026, Voltera won the €150,000 first prize in the category Außeruniversitäre Forschung (non-university research).[23][24] Energienetze Steiermark said in May 2026 that it had developed Voltera with AIT in LEAFS, Blockchain Grid, CLUE and PARMENIDES and had tested it in Heimschuh and Gasen.[25] Voltera was to be brought to market as a product of Raphson.AI, a start-up then being founded. Energienetze Steiermark said it would take part in that phase as well.[25]
