Scott Louis Minkoff is an American author and activist. He is Director of the Benjamin Center for Public Policy Initiatives, along with being an Associate Professor of Political Science at SUNY New Paltz. Most of his teachings and research focus's on American politics, state and local government, public policy, in addition to social science research methods. He has written multiple books. One of the books being Politics on Display, Yard Signs And The Politicization of Social Spaces (2019). He also co-authored Ed Greenberg and Benjamin Page's American politics textbook, "The Struggle for Democracy" (2025). Besides his multiple books, Minkoff's research is published in journals such as Urban Affairs Review and Political Geography.

On February 7, 2017, a month after President Donald J. Trump first took office, the political science faculty that was led and moderated by Scott Minkoff hosted a roundtable discussion on the Presidency. Minkoff said the event was designed "to try to have a conversation that's a little different than the one we're getting from our every waking moment of news consumption." The conversation being hosted featured four political science faculty at the school, which included Professor's Nancy Kassop, Stephen Pampinella, Daniel Lipson, and Gerald Benjamin. The four panelists fielded questions related to the societal trends that led to President Trump's election, how Trump's first week in office compared to recent Presidential administrations, and what Trump's approach to foreign and domestic policy will be.

In 2026, when the Town of Newburgh became the first in the state to adopt proportional rank-choice voting, Minkoff whose expertise includes this topic went public for his comments in support of it. Minkoff said he was interested seeing how proportional ranked choice system will work in New York, being this system is much more common in Europe. According to WAMC Northeast Public Radio, Minkoff explained the process as, "“The number of votes you need to get elected is equal to the total number of voters divided by the number of seats plus one." He went on to talk about the the change in racial demographics with the new rank choice voting system.

Personal Life

Scott Minkoff was born May 14, 1982 in Colorado, USA. He has a PH.D. in political science from the University of Colorado Boulder (2011), along with a B.A. in Government from Skidmore College (2004). Minkoff is of Belarusian/Ashkenazi Jewish roots.
