Michele Little Locke, known professionally as Michele Locke, is a Texas family-law attorney and former judicial officer. She served as a part-time associate municipal judge in El Paso, as an associate judge of the 65th Judicial District Court presiding over its Protective Order Court, and later as an associate and presiding municipal judge in Lakeway.
Education and legal practice
[edit]Locke earned a Bachelor of Business Administration in finance from the University of Texas at Austin in 1999 and a Juris Doctor from the Texas Tech University School of Law in 2002.[1]
The State Bar of Texas records her Texas license date as November 6, 2002. As of July 2026, its directory listed her occupation as private law practice in Austin and her practice area as family law.[2]
El Paso judicial service
[edit]On February 10, 2009, the El Paso City Council appointed Locke as a part-time associate municipal court judge.[3] By September 2011, the El Paso Bar Journal identified her with the 65th District Court Family Violence Court and reported that she had served on that bench for six months.[1]
An El Paso County grant proposal filed in 2012 identified Locke as the presiding judge of the Protective Order Court, an associate court of the 65th Judicial District Court.[4] The proposal stated that the court had handled 76 percent of protective-order filings in El Paso County and was to begin handling all such filings that year.[4] A 2013 article in the El Paso Bar Journal also described Locke as presiding over the Protective Orders Court, which it characterized as a specialized court focused on domestic-violence matters.[5]
In 2014, Locke challenged incumbent Marcos Lizarraga in the Democratic primary for judge of the 168th Judicial District.[6] Lizarraga won with 15,252 votes, or 52.65 percent, while Locke received 13,716 votes, or 47.35 percent.[7]
Lakeway judicial service
[edit]The Lakeway City Council appointed Locke as an associate judge of the Lakeway Municipal Court on January 22, 2019.[8] The council reappointed her to a two-year term in February 2021.[9] In November 2023, the council approved her appointment as the city's presiding municipal judge.[10]
City records from October 2025 stated that Locke had submitted her resignation. Amy McHugh was approved and sworn in as presiding judge on October 6, 2025.[11]
