Mahammad Mammadov Asker oglu is an engineer, a specialist in telecommunications and information security, Doctor of Philosophy in Engineering, Associate Professor. He was born in 9th of May 1957 in Bulgan village of Nakhchivan ASSR, Babek District.

Life and Career

In 1974 he graduated from the secondary school in Bulgan village. In the same year he entered the Faculty of Electrical Engineering of the Azerbaijan Polytechnic Institute named after Chingiz Ildirim (AzPI, now Azerbaijan Technical UniversityAzTU). In 1979 he graduated from the Faculty of Electrical Engineering of AzTU with a degree in "Automatic Electrical Communications" and was assigned to the Ministry of Digital Development and Transportation.

From that year he began working in the field of telecommunications:

According to the annual survey conducted by “Rabitə Dünyasi” newspaper, M. Mammadov was twice recognized as the "Association Head of the Year" based on the results of 2000 and 2001.

M.Mammadov simultaneously continued his scientific career. Since 2003 he has held the academic degree of Candidate of Technical Sciences (Doctor of Philosophy in Engineering), and since 2010, through a competitive selection process, he has served as an Associate Professor of the Department of "Multichannel Telecommunication Systems." He has delivered lectures, laboratory and practical classes for graduate students in specialized disciplines, supervised graduation projects and industrial internships. From 2005 to 2010 he served as Chairman of the Higher Attestation Commission for bachelor's thesis defenses.

From 2006 to 2016 he was a member of the Scientific Seminar of the D.02.031 Dissertation Council at AzTU for the specialties 05.12.13 — "Telecommunication Systems, Networks and Devices" and 05.13.05 — "Elements and Devices of Computing Technology and Control Systems."

Scientific Activity

Candidate of Technical Sciences, Associate Professor M. Mammadov is the author of an invention patent, scientific papers published in specialized journals of the CIS countries indexed in Scopus and included in the list of the Higher Attestation Commission, publications in impact-factor journals of Springer, textbooks, teaching and methodological manuals, as well as practical engineering proposals implemented in various fields of telecommunications.

  • From 1997 to 2015, by the Orders of the Prime Minister, he served as a member of the Board of the Ministry of Digital Development and Transportation (as well as the ministries established in its place during that period).
  • From 1989 to 2000, he was a member of the Technical Council of the Ministry of Digital Development and Transportation.
  • From 1998 to 2000, he headed the Working Group for the reconstruction of the telecommunications network of the Nakhchivan Autonomous Republic, spending months in the cities and districts of the Autonomous Republic and organizing construction and reconstruction works on site.
  • Ensured the complete replacement in 2013 of predominantly analog equipment in the Aztelekom network with digital equipment, including in the most remote settlements.
  • Ensured the transition of the Aztelekom network from three-digit, four-digit, five-digit and other numbering systems to a unified seven-digit numbering system in accordance with the recommendations of the International Telecommunication Union beginning in 2014.
  • Ensured the installation of optical fiber cables to all cities, district centers, settlements, and more than 50% of villages within the Aztelekom network coverage area.
