What exactly is fishing?

Fishing is trying to see if maybe something is true without strong and substantial evidence (circumstantial, edit patterns, other things) that it is. We discourage fishing as CU invades privacy more than our normal practice allows so it should be used only when there is clear reason to use it, and clear danger to the project if the users being investigated actually are socks... ++Lar: t/c 00:58, 24 September 2007 (UTC)
