I've removed a passage that read

The Inner Circular Route of the Shuto Expressway is apparently not considered a true ring road, as the alternate Japanese name of the Ken-Ō Expressway (English name is Metropolitan Inter-City Expressway) is 三環状道路, with the first character meaning 'three' not 'four.'

This is a misinterpretation of the term 三環状道路 in two ways. First, it refers to all three ring expressways beyond the Inner Circular, not a single route. More critically, though, that three-route system has three routes because it's part of a road-building plan:

The Three Capital Area Ring Roads are the three circular expressways making up the "three-ring, nine-radial network" planned as the capital area's road framework according to the 1967 Fifth Road Maintenance Plan...

The Inner Circular Route was already complete by 1967, and so it naturally doesn't appear as one of the planned routes. That doesn't mean it's not considered one of Tokyo's ring expressways. Goodram (talk) 15:28, 19 June 2026 (UTC)
