Government websites refer to this as a sub-tehsil not as a tehsil, so essentially a village and a Union Council, I've added some refs about the area. If it is promoted to a tehsil it should appear on government websites as one. I'm guessing moves were afoot earlier to make it a tehsil but this does not appear to have been done (or has been rolled back). In any case Suntsar itself is a settlement, as no previous page existed moved Suntsar Tehsil here.
