State liability is very different from direct effect!

Regarding whether the Francovich Principle should be merged into this article: I say no. There are many relevant cases regarding the issue of state liability, such as the Courage/Creham case etc. Best refer to these cases (and their resp. wikipedia articles) instead of merging them into a confusing whole. This has to be kept apart from State Liability as its legal basis forms one of the most powerful aspects of individual's rights within the EU to expect the minimum of State protection, forming a principle in its own right.
