'Evangelical Secularism'

After reading this article, I still don't understand what the concept of 'Evangelical Secularism', which is claimed to be central for the book, is supposed to refer to. Why 'evangelical'? There should be an actual definition.

Frankly, I'm not even sure what she means simply by 'secularism'. She apparently argues that 'secularism' somehow oppresses women and LGBTQ people, but what alternative does she propose and expect not to oppress them - (more) theocracy? This could be a problem of the author's position itself, but perhaps it would make more sense if it were explained clearly. In general, a lot of the claims are made in an rather general and abstract way that makes it difficult to understand what is being alluded to or argued and why.
