Austrian police ranks -- translations, or equivalents?

In the original, the series uses the correct Austrian police ranks, which are essentially identical to the Austrian military ranks; at least for higher-ranking police officers, the exact same titles are used, e.g., Leutnant, Major, Oberst. Why, for example, is Oberst (=Colonel) Dr. Henriette Wolf referred to as "Chief" and not "Colonel" here? Does this title "Chief" come from a list of equivalents?
