History needs rewriting for accuracy

According to Treasury (https://www.treasury.govt.nz/information-and-services/commercial-portfolio-and-advice/commercial-portfolio/quotable-value-limited) QV became a State-Owned Enterprise in 2005, and this is the date given in the List of SOE article (https://en.wikipedia.org/wiki/List_of_state-owned_enterprises_of_New_Zealand). According to an official announcement in 1997 (https://www.beehive.govt.nz/release/valuation-new-zealand-be-reorganised), its predecessor Valuation New Zealand was to become a Crown-owned company and lose its monopoly.
