Would it not be best to use keep unauthorise personel out instead of "keep the bad guys out"

  Using "personnel" not "personel" maybe!  "Keep the bad guys out" says the same thing less formally.

I'm more concerned at the statements around network security policy being 'a document several pages long written by committee' and 'complex'. Well-written policies (and/or higher level principles or axioms) avoid complexities, laying out the fundamental rules simply and straightforwardly, ideally in just a page or two. Details about specific network access rules etc. are normally documented in lower-level security standards, while the processes for managing network security are documented in lower-level procedures and lower-level guidelines offer pragmatic assistance on all the above.
