Since this law was widely used against anarchists and/or trade unionist in Spain I added WikiProjects Anarchism, Socialism and Organized Labour. Feel free to remove this if you feel the connection to this topics is not strong enough for the article to be tagged to some of these WikiProjects. I kept the Spanish name in the title due to the wide historical use of this practice in Spain (and Spanish-speaking countries). If you think that "Fugitive law" or "Law for the fugitives" (or something similar) would be a better title, please change it (and do the necessary changes in the main body of the article).
