Title

I kept the Spanish name in the title due to the wide historical use of this practice in Spain (and Spanish-speaking countries). If you think that "Fugitive law" or "Law for the fugitives" (or something similar) would be a better title, please change it (and do the necessary changes in the main body of the article).
