The signs used here for the palatals aren't precise – the source doesn't use IPA. There are, nevertheless, descriptions of their articluation. For the palatal affricates (p.172) "the front part of the tongue touches the hard palate a bit lower than it does for the retroflex consonants, more towards the teeth. The blade of the tongue touches the front part of the hard palate, while the tongue tip remains somewhat streched out". And for the palatal fricative: "The two sides of the middle part of the tongue touch the gums of the upper molars, while the front part of the tongue is bent downwards, away from the teeth."
