Possible Origin of the "Elect Russell Congress" Pin with LPIU markings (white button with black "Elect" Green "RUSSELL" black "congress")

I am a clerk at a local library, and some of the dates on LPIU marked pins make a lot of sense if they started printing these buttons for this particular representative and also add up with all of the other dates I have seen with the LPIU markings. I will try to make a note to come back to this article later with an image if no one provides one. If I am wrong please let me know because some of these might just be reproductions.
