The bottom section about the Fed is clearly not neutral.

There was some talk of Congress delegating to the Fed its power to "coin money and regulate the value thereof". This is incorrect. The power to coin money remains with the U.S. Mint, the power of printing Federal Reserve Notes remains with the Bureau of Engraving and Printing, and the value of American currency has not been regulated since the end of Bretton-Woods forty years ago.
