Why? Because this is an article about an extremely common phrase. Such an article would belong in a dictionary but not in a general encyclopedia otherwise the encyclopedia would be swamped with an infinite number of such pages as "freezing glance," "cooling ardor," "melting heart," etc., etc. The insanity just wouldn't stop.
