This seems like an obvious merge candidate. Indeed, it may even be that all the info in the shorter article is already in the longer one. I think the only question that might be worthy of discussion is what the merged article should be called. Wikipedia:Naming conventions (events), Wikipedia:Naming conventions (people) and Wikipedia:Biographies of living persons#Articles about people notable only for one event would seem to be the relevant policies. United Kingdom article

Not everyone will associate the United Kingdom with this article as there are several Ministries of Defence around the world. I was half way through the article before I realized which country this article was associated with.
