Source 2 in the article demonstrates that Dragon, as Guy Philipe's right-hand man, was under scrutiny for connection to the drug trade along with Philipe. Philipe, of course, was convicted for drug smuggling in 2017; however, I have not been able to find information about whether Dragon was ever tried or arrested for similar charges.
