This article should, briefly, say what an executive order is, so that brief explanation can link to our article on executive orders.

Another contributor removed that brief explanation, calling it POV.

I strongly suspect the passage was removed reflexively -- without thought, without really reading it. The passage is not POV.

I could not help noticing the exciser made no attempt to replace the passage.
