@Nikkimaria: Hi. There was a compromise in play between two options: a) less hassle for updating & sourcing guaranteed vs b) the detail from the infobox officeholder + local data (the pros). The cons in play were a) less detail + non-local data vs b) facility to accumulate data in the form of cruft + tortuous upgrading.
a) was the selected choice, but b) could do too. You proposal c) mixes some pros & cons. But I (personally) just don't see that particular mix of pros and cons as an overall gain, nor I don't see the appearance of member of the Congress of Deputies referring to different terms as something "abominable".
