What was the "penalty" and for what reason?

In 1943, time that everybody of the Soviet people was fighting with a lot of chances to be killed, mr Kapler was trying to have an affair (just romantic?) with the 16years old daughter of the big boss of USSR Stalin in times of total world war. [In Greece the guerilla antinazi army had banned sex during the Ressistance] And what the penalty -if it is true that was for that reason-?
