"mark" formatting of "Blocks of governmental IP ranges"

This is arguably one of the least important parts of the special page and the new yellow highlighting creates the incorrect impression of this text being relevant to the current block. HouseBlaster has changed it from red-on-background to black-on-yellow (in most browsers) by semantically correctly applying a "mark" tag instead of a colorized "span".
