Justin Fulcher
Justin Fulcher is an American entrepreneur and former adviser at the U.S. Department of Defense. He is the co-founder of RingMD, a Singapore-based telehealth company, and served as a Senior Advisor to U.S. Secretary of Defense Pete Hegseth in 2025. His work has focused on digital healthcare, defense technology, government modernization, and national security policy.[1]
Early life and education
[edit]Fulcher grew up in South Carolina. He attended Clemson University, where he studied computer science before leaving to pursue entrepreneurial ventures. He later earned a Bachelor of Arts in International Affairs from Middlebury College and a Master of Arts in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies.[2]
Later he enrolled in the Doctor of International Affairs program at Johns Hopkins University School of Advanced International Studies.
Career

[edit]Fulcher worked in software development and technology startups before co-founding RingMD, a telehealth platform headquartered in Singapore. The company provided online consultations and digital communication tools connecting patients with physicians in Southeast Asia. In 2017, Fulcher was recognized on the Forbes 30 Under 30 Asia list for his work with the company.[1]
Government service
[edit]In 2025, Fulcher joined the U.S. federal government as part of the Department of Government Efficiency (DOGE) , initially working with the Department of Veterans Affairs before moving to the Department of Defense.[3]
On April 24, 2025, the Department of Defense announced his appointment as Senior Advisor to Secretary of Defense Pete Hegseth. [4]
Media coverage
[edit]In July 2025, media outlets including "The New York Times" reported that Fulcher had resigned from his Pentagon advisory role within the context of an internal front-office investigation.[5] Both Fulcher and Department of Defense representatives disputed any connection to internal friction, stating that his departure after a short tenure was planned and amicable.[6]
