TOKYO Enmusubi (Japanese: TOKYO縁結び) is an online dating service operated by the Tokyo Metropolitan Government (TMG). Launched on 20 September 2024, it matches users through an artificial intelligence system based on a values-diagnostic test, and is restricted to applicants who can document that they are legally single.[1][2] The service forms part of TOKYO Futari STORY, a wider metropolitan marriage-support programme intended to address Japan's declining birth rate.[3]
Registration requires photo identification, a certificate of single status, proof of income and an online interview, alongside a fee of ¥11,000 for two years' access.[4][5] As of 30 June 2026, around 36,000 people had applied, of whom 16,000 were accepted as members; the government recorded 760 couples in serious relationships and 265 marriages.[6]
Background
[edit]In a 2021 online survey of 3,267 Tokyo residents conducted by the TMG, 67 per cent said they hoped to marry at some point, but 69.3 per cent of those had taken no steps towards finding a partner.[5] The metropolitan government framed the service as a way of prompting this group to begin.[1]
Plans for a municipal dating app were reported in early 2024 as part of the TOKYO Futari STORY initiative, at a time when national births had fallen to 727,277 and marriages to 474,717 in the preceding year.[3] The city allocated roughly US$1.28 million to the project ahead of launch.[7] Officials cited authenticity as a central design concern, pointing to survey findings that many users of commercial dating services had encountered people misrepresenting their marital status.[7]
Delivery of the metropolitan matchmaking programme was contracted out. Tameny Inc., a Tokyo Stock Exchange Growth-listed operator of marriage agencies, announced in 2023 that it had been selected as the implementing company for the TMG's marriage-support matching business, and in 2024 that it had received a further commission covering AI matching and online individual consultations.[8][9]
Registration and eligibility
[edit]The service is open to unmarried people aged 18 or over who live, work or study in Tokyo and who are seeking marriage.[4][2] Applicants must submit photo identification such as a passport, driving licence or My Number card; a certificate of single status obtained from the municipality holding their family register; a document evidencing annual income; a profile photograph; and a signed pledge.[4] Registration also involves an online interview with staff before access is granted.[2][5]
The registration fee is ¥11,000, covering two years of access.[5] Reporting at launch described the fee as intended to deter casual use.[5] Members who have not found a partner within the period may renew for a further two years at the same rate.[10]
Operation
[edit]Users complete a diagnostic test covering their own values and those they seek in a partner, and the system introduces candidates assessed as compatible on that basis rather than on appearance or stated conditions alone.[4][1] One member interviewed by Channel News Asia described compatibility being presented in three tiers, which they said gave them confidence to arrange a meeting.[11]
Members can arrange an initial meeting without exchanging contact details.[4] Staff consultations are offered online to members with questions about the process.[4][5] Related metropolitan services include the TOKYO Futari STORY website and in-person social events.[5]
Results
[edit]Government data released in July 2026 recorded that, as of 30 June 2026, approximately 36,000 people had applied and 16,000 had been accepted as registered members. The service counted 760 couples in serious relationships and 265 couples who had married.[6][12]
The metropolitan government publicised accounts from members, including a woman using the pseudonym "Turtle" who said she joined shortly before her fortieth birthday and accepted a proposal within months.[6]
The figures were reported against a continued national decline in births, which fell to 671,236 in 2025, a tenth consecutive annual fall, with the fertility rate at 1.14.[6]
Reception
[edit]Coverage has focused on the contrast between the service's screening requirements and those of commercial dating apps, with the documentation and interview presented as a trust mechanism.[7][11] Global Dating Insights observed that while members had progressed from registration to marriage within the first two years, the absolute numbers remained small relative to Japan's overall marriage trends.[13]
