Systemic issues are issues that are embedded in and perpetuated by the structure of a system, particularly in complex systems. They often cannot be fully addressed by any singular person's individual action. The concept is prevalent in systems engineering, safety engineering, public policy, community psychology, and, sociology.[1][2][3]
