Nethrodaya is a Chennai-based non-profit organisation working for the education, rehabilitation, and welfare of visually impaired and other differently abled persons in Tamil Nadu, India. It was founded in October 2002 by C. Govindakrishnan.^[1]^[2]

History

Nethrodaya was established in 2002 with a free residential hostel for visually challenged college students from rural districts of Tamil Nadu. Within its first years, the organisation received a land grant from the Government of Tamil Nadu in Mogappair, Chennai, on which it built a residential facility.^[1] In 2011, Nethrodaya launched a free residential special school for visually and physically challenged children, and by 2015 had established a college of education for aspiring teachers from underprivileged backgrounds.^[1]

Programmes

Nethrodaya operates a free residential special school recognised by the Government of Tamil Nadu, a learning academy that prepares differently abled students for competitive and government recruitment examinations, and a hostel facility for college-going differently abled students from rural areas. It also runs a self-employment and livelihood scheme for visually impaired persons, and provides free white canes and medical assistance.^[2]

(Ms) No. 54 by the School Education Department on 29 February 2016, and an extension of equivalent guidelines to colleges and technical institutions by the Higher Education Department on 8 March 2016.^[3]^[4]

Pension parity petition (2018–2022)

In 2018, Nethrodaya filed a writ petition (W.P. No. 11065 of 2018) seeking to have the monthly maintenance allowance for visually impaired persons raised from ₹1,000 to ₹1,500, on par with allowances paid to other categories of severely disabled persons, and seeking transfer of the scheme's administration to the Department for the Welfare of Differently Abled Persons. On 19 September 2022, the Madras High Court declined to direct pension parity, on the basis that visually impaired persons were, unlike the other categories concerned, eligible for employment, but directed the state to adhere to its earlier undertaking to designate Revenue Divisional Officers in each district to reduce administrative hardship for claimants.^[5]

Employment discrimination case (2020)

In 2020, Nethrodaya's founder raised the case of K. Thamarai, a visually impaired candidate who had cleared the Tamil Nadu Public Service Commission Group IV examination but was denied her initial posting, with the State Commissioner for Persons with Disabilities. Following inquiries, Thamarai received a fresh appointment in November 2020.^[6]^[7]

Accessible voting petition (2026)

Ahead of the 2026 Tamil Nadu assembly elections, Nethrodaya filed a public interest litigation seeking directions to the Election Commission of India to introduce an audio-enabled VVPAT system for visually impaired voters. On 15 April 2026, the Madras High Court dismissed the petition on the ground that changes to voting procedure could not be introduced after the election process had commenced, while indicating that a fresh representation could be considered after the election.^[8]
