Major Lio Partagaz is a fictional character in the Star Wars franchise portrayed by Anton Lesser. The character was first introduced as a supporting antagonist in the television series Andor (2022-2025), the prequel to the feature film Rouge One (2016).

As leader of the Imperial Security Bureau (ISB) Board and a Major, Partagaz manages eighteen Supervisors.

The character received broad praise from critics, with Anton Lesser's performance being highlighted.

Creation

Andor creator Tony Gilroy said that Lesser was "one of many blessings" when making the show while adding "then if you go back and just did a supercut of his scenes, you see not only how great he is, and not only how funny he is, but that dude is carrying so much expositional weight so effortlessly for the writers on this show.".

Casting

Gilroy stated "Nina Gold brought in Anton. I think he was the first person I saw for the part. I’m like, “Yeah, let’s have that guy.”".

Season 1

Lio Partagaz first appears in the fourth episode, "Aldhani". Partagaz is holding a meeting at the ISB headquarters and asks his subordinate what the purpose of the ISB is. Supervisor Dedra Meero responds, and Partagaz believes she answers incorrectly. Partagaz defines the ISB's purpose as them being healthcare providers and that they treat sickness. After the Aldhani heist, Partagaz calls an emergancy meeting in which he requestes every sector and planetry emergancy retaliation plan to be ready by midnight.

Partagaz brings up Supervisor Lonni Jung's reports that attempt to explain why his sectors are not at peace. He orders a survey of the hyperspace lanes leading to Ord Mantell. He then follows by stating that he senses something "eager" in Supervisor Blevin. Blevin accuses Meero of expanding her power outside her sectors. Meero responds by saying there is a coordinated rebel effort to steal Imperial gear. Partagaz sides with Meero, and reassigns the Morlana sector to her, believing it has become a distraction for Blevin.

Season 2

Partagaz attends a meeting hosted by Director Orson Callan Krennic at the Maltheen Divide. Krennic presents an Imperial plan to take over Ghorman to acquire kalkite. Partagaz is concerned with the plan due to Ghorman's political influence and is surprised to learn that they are building an armory in the capital, Palmo.

After the meeting, Partagaz talks with Meero outside the ISB headquarters on Coruscant. Meero tells Partagaz she doesn't want the Ghorman project. Partagaz in response tells her that Ghorman is a "gift" and she should pursue it over the Axis search.

Lagret enters the room where Partagaz is listening to Nemik's manifesto. Partagaz tells him that it just keeps spreading and Lagret responds by saying that it has been hard to contain. Largret tells Partagaz they are waiting outside and that he will escort him. Partagaz asks for a moment to collect his thoughts. When Largret leaves, Partagaz puts a blaster on the table and later commits suicide.

Reception

Barret Edwards Smith of GameRant said his speech about the ISB's purpose was one of the best speeches in Andor Ali Griffiths of Digital spy said about the speech that Anton Lesser delieverd it with a "powerful coolness" Abigail Stevens of ScreenRant said Anton Lesser's was one of the best in the show and that he was an "underrated player".

Fandomwire said he was "one of the most despicable villains in Star Wars" and that he "embodies the Empire’s worst side".
