Infrakos (Infrastruktura e Hekurudhave të Kosovës), officially Kosovo Railways Infrastructure J.S.C., is the state-owned company responsible for the management, maintenance and development of the railway infrastructure in Kosovo. It was established on 1 September 2011 following the separation of Kosovo Railways into separate infrastructure and railway operations companies, with Trainkos becoming responsible for train operations.[1][2]
Infrakos manages a railway network of approximately 335 km and provides access to the infrastructure for licensed railway undertakings holding the required safety certification. The network includes connections to North Macedonia and Serbia.[3]
Network
[edit]Infrakos manages a railway network with a total length of 335.079 km of open railway lines, 105.784 km of station lines and 103.4 km of industrial lines. The network is built to standard gauge (1435 mm) and includes border crossings with North Macedonia and Serbia.[4] The main line is part of Pan-European Corridor X, connecting Kosovo's network with routes through North Macedonia and wider international corridors.[5]
Track access
[edit]Infrakos provides non-discriminatory access to the railway infrastructure for all railway undertakings that hold a valid licence and safety certificate issued by the competent authority. Access is regulated by the Law on Railways in the Republic of Kosovo No. 04/L-063, adopted on 14 November 2011, as well as by secondary legislation based on this law and EU legislation. The Infrakos Network Statement serves as a guide for railway undertakings submitting applications for the allocation of infrastructure capacity.[6]
History
[edit]Following the declaration of independence of Kosovo in 2008, Kosovo Railways came under the management of the Government of Kosovo. In 2011, the government restructured the railway sector, unbundling Kosovo Railways into two separate public companies: Infrakos J.S.C. (Kosovo Railways Infrastructure) and Trainkos J.S.C. (Kosovo Railways Trains Operation).[7][8]
In 2015, the European Bank for Reconstruction and Development signed a €39.9 million senior loan with Infrakos to finance a three-stage modernisation of the 148 km railway linking North Macedonia with Serbia via Fushë Kosovë and Mitrovicë.[9] In 2022, Infrakos awarded Generale Costruzioni Ferroviarie a contract to modernise the central section of its north-south main line between Fushë Kosovë and Mitrovicë.[10]
Northern Kosovo rail assets
[edit]In May 2026, Infrakos took full management control of its stations and railway properties in northern Kosovo, which had previously been controlled by Serbian parallel structures. Official signs and markings were installed at stations in Zvečan, Leposavić, Lešak and Slatina. The operation was supported by the Government of Kosovo, including Prime Minister Albin Kurti, the interior ministry, the economy ministry, the infrastructure and transport ministry, and the Kosovo Police. Infrakos presented the takeover as a prerequisite for railway rehabilitation and future use of the line for freight and wider network integration.[11][12]

[edit]According to SeeNews, Infrakos reported total assets of €72,165,161, a revenue of €3,104,732 and a profit of –€114,662 for the year 2022, with 265 employees.[13]
