The Hmar Welfare Development Council (HWDC) is a proposed welfare and development council for the Hmar community in the Indian state of Assam. Memorandum of Settlement (MoS) between the Government of Assam and the Hmar People's Convention (Democratic) (HPC-D) was signed on 15 March 2026. [1] The council is intended to promote the socio-economic, educational, cultural, and developmental interests of the Hmar community and forms part of a broader initiative aimed at ensuring peace, development, and inclusive governance in Hmar-inhabited areas of Assam.[2][3][4][5][6][7]

Administration

According to the settlement agreement, the council is to comprise a chairman, deputy chairman, chief executive member, executive members, general members and other nominated members. The council's headquarters is to be located in Guwahati. [8][9][10]

Implementation

As of June 2026, the council had not been fully operationalised. Delegations representing the Hmar and Kuki communities met Assam government officials and urged the implementation of the provisions of the settlement agreements.[11]
