Copyright investigations (manual article tagging)

• Talk:HM Passport Office#Edit of 26 September 2014 I don't know if this is appropriate here, but I am reporting myself. I paraphrased text from a newspaper article, reporting not particularly creative news, adroitly I think, without copying any complete sentence, often combining facts from different parts from the article, which I cited. The text was deleted by another editor as a copyright violation, which I don't think it was. However, I would like guidance on this, to make sure I keep on the right side of the line in future edits. The Talk page linked above gives the disputed text, a link to the article used as source, the other editor's comments, and my response. I am not particularly interested in an adjudication on this particular matter, but a binary yes/no opinion for future guidance: is this style considered definitely a violation, or not?
