Wang Guoping (Chinese: 王国平; born January 1950) is a Chinese politician and urban planning scholar. He formerly served as Party Secretary of Hangzhou, chairman of the Standing Committee of the Hangzhou Municipal People's Congress, secretary of the Party Jiaxing Municipal Committee, assistant governor of Zhejiang, and secretary-general of the Zhejiang Provincial Committee of the Chinese Communist Party. Since his retirement from active politics, he has been engaged in research on urban governance and city planning.[1]

Biography

Wang was born in Hangzhou, Zhejiang, in January 1950. His ancestral home is Kaijiang County, Sichuan. He is the son of Wang Pingyi, a former Chinese Communist Party Committee Secretary of Hangzhou who died during the Cultural Revolution and was posthumously rehabilitated in 1978. Wang graduated from Hefei University of Technology, majoring in rare metallurgy, and later completed postgraduate studies at the Central Party School of the Chinese Communist Party. He began working in January 1969 and joined the Chinese Communist Party in April 1972.[2]

Wang began his political career at the Zhejiang Chemical Industry Research Institute, where he served in a number of Party leadership positions. He later entered local government and successively served as deputy Party secretary and Party secretary of Yuhang County, deputy head of the Organization Department of the CCP Hangzhou Municipal Committee, member of the Standing Committee of the Hangzhou Municipal Committee, head of its Organization Department, and deputy Party secretary of Hangzhou.[3]

In December 1993, Wang was appointed Communist Party Secretary of Jiaxing, a position he held until January 1998. He subsequently served as assistant governor of Zhejiang before becoming secretary-general of the Chinese Communist Party Zhejiang Provincial Committee in December 1998. In April 2000, he was appointed Communist Party Secretary of Hangzhou, and in April 2002 he concurrently became chairman of the Standing Committee of the Hangzhou Municipal People's Congress. He remained the city's top Party official until January 2010 and continued to serve as chairman of the municipal people's congress until April 2012.[4]

During Wang's tenure, Hangzhou underwent rapid urban expansion and infrastructure development. His administration promoted the integration of Yuhang District and Xiaoshan District into the urban area of Hangzhou, accelerated investment in transportation and public facilities, and implemented the policy of free public access to the West Lake.[5] These initiatives contributed to the city's modernization and tourism development, although the rapid growth of the real estate market during the same period also attracted public attention and later academic discussion.[6][7]

Following his retirement from political office, Wang became vice chairman of the Zhejiang Provincial Government Advisory Committee, serving from 2012 to 2019. He also served as president of the Hangzhou Branch of the China Qiyuan from 2012 to 2015.[8] Since 2018, he has been director and chief expert of the Zhejiang Urban Governance Research Center, one of Zhejiang's first provincial key think tanks. He has additionally held academic appointments as an adjunct professor at Zhejiang University, an adjunct professor at the China Executive Leadership Academy Pudong, and a visiting professor at the Central Academy of Fine Arts. He also serves as academic committee chairman of the Hangzhou Society for Urban Studies and as an adviser to the Hangzhou International Urbanology Research Center.[9][10]
