- Well, never mind about the needing attention category, because my test shows that just usage of the

{{WPBannerMeta}}has|attention={{{attention|}}}(or, rarely,|attention={{{Attention|}}}) but lacks|ATTENTION_CAT=(some category name), the category is constructed from the value in the|PROJECT=parameter plus the string " articles needing attention".
