Redesign

Since then I've been bolder, I think I've reduced any hint of WP:OWN and simplified language to result in a more neutral header. Note: I had suggested to split template into two ! but working on the theory that any page tagged outline will be within scope of the project differentiating them within the template is a far simpler option (and doesn't require bots). I'm not overly keen on the dual banner idea, it seems somewhat repetetive and redundant. How about:
