"Burn time" (and other) parameters not working correctly

If the burn_time parameter is specified, you get a doubled burn_time entry. For example: De_Havilland_Sprite#Specifications_(Sprite_(DSpr.l))

If the parameter is not specified, you get a blank entry. For example: De_Havilland_Spectre#Specifications_(D.Sp.5)

The problem appears to be the inclusion of both unconditional and conditional display for burn time in the template. Presumably only the conditional display should be included.

A similar problem exists with the length, diameter, dry weight and pumps paremeters - they should only be displayed if specified (see the above to links for examples of the problems on those).

It's been a while, I didn't want to mess with a template.
