Add the parameter for State or District border

In some routes, the state or district border can be either a river or welcome arch. For example, in North–South Expressway Southern Route, the Kesang River is the river border between Malacca and Johor. But in the template, there is not any parameter allocated for state or district border. In this case, if we really need to include the Malacca–Johor border, we need to insert it in table format, not MYSint, or include it in either Malacca or Johor if using MYSint.

Use North–South Expressway Southern Route as example

Case 1: Include Kesang River in either Johor or Malacca state.
