Why the OK-notch?

Can we add a tagline to this template
[edit]So that it's consistent with {{Policy}}, we should add a line below the existing sentence that elaborates on it. How about:
 | This page documents an English Wikipedia policy with legal considerations. It describes a widely accepted standard that all editors must follow. Substantive edits to this page should reflect consensus. |
For this template, it specifies that all editors must follow it, instead of should normally. I was also thinking we could mention the Wikimedia Foundation in the first sentence or, in the second, change "substantive" to something stronger. What do we think?
