Usage of this template in standalone lists

When the whole page is an incomplete list, where should this template be placed? It doesn't look correct when placed as a top tag because it's always small, and small ambox is expected to be seen under a heading. Maybe it should be changed to only default to small ambox but to allow full size too for top-tagging. I've seen it placed at the bottom of standalone lists (one recently) for this reason, which is obviously wrong and non-helpful. —Alalch E. 22:04, 17 April 2023 (UTC)Reply

Am I wrong or wasn’t Germany’s Armed Protection Sqaud/Waffenschutztrupp missing. It was arguably the largest, well equipped para military of the 20th century?
