Add link target for Publish changes

Unlike the other two buttons in this example, the 'Publish changes' button doesn't go anywhere, and for consistency, it should. I think a link to Help:Editing#Edit screen(s) could be a good target for it. Perhaps a better destination could be found, but it should go somewhere. I've mocked up sandbox rev 956529750 to do this. (I had to add an adjustment for font color, as for some reason, the previous rev showed black button text.)
