unverified and deletedcup

These two are interesting. VRT tickets usually are either resolved quickly or clarification is needed. On the VRT side, sometimes we flat out cannot accept a verification, and the article is treated as a copyright violation. That is why I created fail, even though it pretty uncommon on the text permissions side of VRT. It kind of serves the same purpose as deletedcup but I haven't seen a cup template used in recent times. Unverified kind of seems like a 'waiting around' template used by VRT agents, but the board is in a lot less of a dire state than it used to be and we can afford to let issues stay open while things are resolves without relisting.
