What it have done: https://en.wikipedia.org/w/index.php?title=Wikipedia:WikiProject_Underwater_diving/to_do&action=edit
This seems to work: https://en.wikipedia.org/w/index.php?title=Wikipedia%3AWikiProject_Underwater_diving%2Fto_do&action=edit
Which is identical to the one that doesn't work except for the last 3 characters, %7C, which seem to be a pipe
