Just noticed this artice has benn flagged for deletion. I'd like to help expand the wwelsh language section, but am busy right now. Just dumping a few links here for now:

Sboncyn - short lived comic fro children in the 1980's (blog post about it with comments)
Old Translations (Asterix, Tintin)
Spin-offs from stories in Llyf Mawr y Plant. I remember a Wil Cwac Cwac cartoon strip ar a child.
Current ouput by a small company called Dalen. They've produdced updated transations of Tintin, translated three French language graphic novels on Arthurian Legend and the Mabiniogion, original chilldrens cartoons and adaptations and one origianl comic book for adults.
