Is there an actual reason to put "in Wausau" instead of "based in Wausau"?

Yes, I am fully aware of the meme. However, it just seems unreasonable to omit a word just because there is a meme about the lead paragraph. "A television station based in Wausau" is more grammatically correct than "a television station in Wausau", and I think we should make the article as grammatically correct as possible even if it gets memed.
