It's promotional because the article just talks about what offices Schebesta's in, and not in a section, like most officeholders have on Wikipedia. Look at articles like this one, where there is a dedicated section to each and every office.
Putting their office in the lead after personal info seems quite promotional, as I'd think this as someone shoving a piece of paper in my face promoting something, so I suggest you add a detailed section about Schebesta's office(s).

His offices are mentioned because they are what make him notable, in the exact same way Howard Lutnick is notable because he "has been serving as the 41st United States secretary of commerce since February 2025", which is the first sentence in your example. If you would like to see the article expanded to include more information about his career and personal life, you can either add the information to the article, or, alternatively, add the template {{missing information}} or {{expand German}}, to indicate that you see potential for new information to be added to article for the purpose of improving it.
